Location: Monroe, Louisiana (Serving Louisiana Department of Health Region 8: Caldwell, East
Carroll, Franklin, Jackson, Lincoln, Madison, Morehouse, Ouachita, Richland, Tensas, Union, and
West Carroll Parishes)
This position is based in Monroe, Louisiana and serves Louisiana Department of Health Region
8. This is an on-site position and is not eligible for remote work.
POSITION SUMMARY
The Regional Support Specialist serves as the primary Regional Support Center representative
within Louisiana Department of Health Region 8 and provides direct services and support to
Deaf, DeafBlind, Hard of Hearing, and Late-Deafened individuals and families through the Betty
and Leonard Phillips Deaf Action Center's Regional Support Center contract with the Louisiana
Commission for the Deaf.
Under the supervision of the Director of Regional Support Services, this position provides needs
assessments, advocacy, care coordination, information and referral services, community
outreach, consumer education, communication access support, and assistive technology
assistance throughout the assigned region.
The Regional Support Specialist serves as a local resource for consumers, families, providers,
and community partners while helping ensure accessible and effective services throughout
Region 8.
KEY RESPONSIBILITIES
• Conduct initial and ongoing needs assessments for Deaf, DeafBlind, Hard of Hearing, and LateDeafened individuals and families seeking Regional Support Center services.
• Document assessments, consumer contacts, referrals, service activities, and outcomes in
required databases and reporting systems.
• Provide advocacy, information and referral services, resource coordination, and Level 1 and
Level 2 care coordination in accordance with Louisiana Commission for the Deaf guidelines.
• Assist consumers in accessing communication access services, community resources, benefits,
programs, telecommunications equipment, assistive technology services, hearing aid resources,
and other available supports.
• Conduct follow-up activities to ensure successful access to services and resources.
• Coordinate and participate in community outreach activities, ADA awareness initiatives,
educational presentations, trainings, and public education efforts throughout Region 8.
• Educate consumers, families, providers, businesses, and community organizations regarding
accessibility, communication access, Deaf culture, consumer rights, and available resources.
• Assist with consumer feedback, complaint resolution, quality improvement activities, and
maintenance of regional resource information.
• Maintain strong working relationships with consumers, families, agencies, service providers,
community partners, and stakeholders throughout the assigned region.
• Attend meetings, trainings, and professional development activities as required.
• Maintain confidentiality and compliance with all applicable state, federal, agency, and
contractual requirements.
• Perform other duties assigned in support of Regional Support Center operations.
QUALIFICATIONS
• Associate's Degree and/or a minimum of five years of documented experience working with
Deaf, DeafBlind, Hard of Hearing, or Late-Deafened individuals and communities.
• Fluency in American Sign Language (ASL) required.
• Strong understanding of Deaf culture, DeafBlind culture, Hard of Hearing and Late-Deafened
communities, accessibility rights, ADA requirements, communication access services, and
disability-related services required.
• Experience in advocacy, case management, human services, social services, education,
interpreting, rehabilitation services, or related fields preferred.
• Strong interpersonal, organizational, communication, and problem-solving skills.
• Ability to work independently, manage multiple priorities, and effectively serve a large
geographic region.
• Proficient in Microsoft Office programs, including Word, Excel, Outlook, PowerPoint, and
Teams; ability to learn and utilize databases, reporting systems, and other technology platforms
required for service delivery and contract compliance.
• Must possess a valid Louisiana driver's license, dependable transportation, and the ability to
travel throughout Louisiana Department of Health Region 8.
• Ability to work a flexible schedule, including occasional evenings and weekends, as needed for
community outreach events, trainings, and consumer needs.
• Must successfully pass required background checks and drug screening.
